VII. Changing the set of services. Changing tariff plan

    1. The subscriber has the right to change tariff plan. When changing the tariff plan, the expiration date of the subscription service does not change.

At the end of the subscription service period, the subscriber has the right to choose any tariff plan. In this case, there is no additional fee for changing the tariff plan.

When changing a tariff plan before the end of the current tariff plan, the difference between the cost of the previous and new tariff plan is charged, taking into account the fee for changing the tariff plan; the expiration date of the tariff plan does not change.

      The cost of changing the tariff plan is calculated using the formula:

        Switching to a tariff plan that does not include the reference and legal service “Normative”:

        Transition to a tariff plan that includes the reference and legal service “Normative” (tariff plan “Optimal Plus”):

      If, when calculating the cost of changing a tariff plan, a negative result is obtained, no fee will be charged for switching to another tariff plan.

      This formula also applies in the following cases:

    Switching to another tariff plan with a simultaneous change of mode.

    Switching to another cell in the “Maintenance Accounting” mode.

    Changing the Subscriber's operating mode.

      When a Subscriber transfers to the category of organizations that are serviced by another Subscriber operating in the “Service Accounting” mode, amounts previously paid for the purchase of tariff plans, additional services and services are not returned and are not taken into account when calculating services for other Subscribers.

Our material is similar to a consumer guide - based on the results of reading it, almost all users will be able to save money in some way.

Separately, we note that the tariff options and modifiers listed below are implemented by operators extremely carefully - not on all of their tariff plans. In addition, in our tables we have given only the most frequently encountered modifiers - there may be significantly more of them in each regional network.

    The most “tenacious” and popular modifier service is all kinds of variations of “favorite numbers”, with which you can save up to 50% of the cost when calling those people with whom you talk most often. Essentially, the carrier is encouraging users to increase the number of voice calls they make and "not worry about how long your conversation is going on." In general, the modifier is useful, but with some limitations. Firstly, the service is not provided for roaming and international calls. Secondly, for tariff plans with included local airtime minutes, the discount is valid only after the included minutes have been used up. Thirdly, if two or three years ago you could choose a city or mobile number in your home region as your “favorite” at the same price, now the situation is changing - this opportunity has completely disappeared from MTS, separate modifiers are provided by VimpelCom and MegaFon ". In general, the number of favorite numbers that can be connected to a particular tariff plan directly depends on what consumption profile the telecom operator is targeting, and this service is most useful for the most common pre-paid tariffs. More detailed tariffs can be seen in Table No. 1.

The subscription fee for the second and subsequent numbers is less for MegaFon and MTS (in this case, with the same discount on voice calls). It is more profitable to use “Favorite” numbers, which make it possible to get a 50% discount on calls to other networks in your “home” region, from MegaFon, but for long-distance calls - from VimpelCom.

    The second group of modifiers that are used very actively are services that reduce the cost of calls to certain directions (usually from 10 to 50%), and several options can be activated simultaneously. They are usually charged daily, and a separate fee is charged for connection. More details can be found in Table No. 2.

    Interestingly, this is the most confusing tariff option of all telecom operators. For example, the MegaFon-Moscow company has similar tariff options available for at least six tariff plans with different cost per minute (the first is 20-50 kopecks more expensive than the second and subsequent ones), there is no less “confusion” in the tariff plan from VimpelCom ". Considering the fact that the table cannot cover all the nuances, we provide only indicative savings values. The outsider is the MTS company - there is a minimum number of such tariff modifiers, and some, designated on the website as tariff options (for example, “Mobile Intercity” - calls to MTS subscribers at a low price), are not clearly indicated in the tariffs. The third group of tariff modifiers is for group communication within one telecom operator. Of course, only in the home region. In essence, this is a creative reworking of the idea of ​​“favorite numbers”, on the one hand, and closed subscriber groups or tariffs for one personal account of a corporate client, on the other. But as presented for private clients, whose personal accounts may be different. Their main purpose is to provide preferential tariffs with a clearly defined number of subscribers who can automatically join a group on a temporary basis.     It is worth noting that all such “goodies” only work when the subscriber is on the “home” network. Considering the fact that they can be connected quickly with using USSD-request, and for almost all such options the subscription fee is charged daily, and not once a month, they can be used temporarily and you can add different users who are not united by a common personal account.

    Note that the “Dialogue” services from MTS and “Number of Boundless Love” from MegaFon-Moscow are completely similar, probably with the only difference that MegaFon’s is exactly half the price. And for groups of up to five people, each operator presents quite competitive offers - their use will increase the subscriber’s ARPU, on average, by 30 rubles. subscription fee, but will provide a very noticeable discount for calls to the most frequently dialed numbers. In essence, these are clear economies of scale. Fourthly, over the past year and a half, tariffs intended for mobile subscribers living in the Moscow region have also accumulated a certain package of discounts. Unfortunately, mobile operators are constantly raising prices for these types of calls, so if you do not use “tourist” SIM cards, you can only reduce the price for this type of calls using special tariff modifiers. True, persistent tariff modifiers (those that have a chance to survive the financial crisis and not be canceled) extend their effect only to low-cost call destinations. For example, the “Close Countries” option from MTS. Considering the wide expansion of MTS-friendly telecom operators (some of them are direct subsidiaries of the operator), Russian MTS users have always had preferential rates for communications while traveling in the CIS. This remains, but with a caveat - to get savings, you now need to activate an additional option with a one-time payment of about 90 rubles. (no subscription fee). In fact, it’s paying for a service that was previously provided “by default”: good business practically from scratch.

    You can connect and manage tariff options and modifiers (highlighted in frames in the figure) through Personal Area, however, they are “lost” compared to other services.

    VimpelCom's discount is of a slightly different order - in the "Roaming for Friends" tariff option, outgoing and incoming calls for the subscriber will be three times cheaper, but only with intranet roaming (when traveling around the country).     Service packages

    In addition to tariff modifications and options, cellular users can save money by connecting to special service packages. When buying wholesale Internet traffic, MMS or SMS messages, voice minutes of communication, as in any other business, you can seriously count on a discount - however, you will have to pay in advance. Most mass service, after “voice communication” - this is, of course, SMS - in Table No. 5 you can specify the packages for the short message service. Saving up to a third of the cost of short messages is achieved by purchasing almost in bulk.

Thus, the most reasonable approach for pre-paid subscribers, in our opinion, is demonstrated by the VimpelCom company - however, it would not hurt to add packages with the number of SMS of 100 and 150 units to the general line of offers. VimpelCom also has several other tariff options for lovers of short messages. For example, “SMS-payment” - for a subscription fee of 45 rubles per month, the subscriber is offered a regressive scale for reducing the cost of SMS - it is most profitable to send from 11 to 100 messages per day (95 kopecks for 160 characters), after a hundred the price soars to 1.95 rub.     Access to the Internet via a wireless communication channel is a familiar and indispensable service for many cellular users.     It is interesting that in terms of the content of the line of prepaid traffic packages, in our opinion, it is most adequate from MegaFon-Moscow - the packages are more diverse. Although packages for VimpelCom users allow the subscriber to order traffic more flexibly and have a minimum “entrance ticket” cost. But for MTS users there are no packages provided - only the Internet+ service with subscription fee at 34 rub. per month, which makes it possible to save money when paying for Internet access for users, in the majority, of archived tariff plans. Note that MegaFon-Moscow users have the opportunity to use WAP traffic and MMS message packages; no other Big Three operator has such a variety of prepaid packages.

    Special rates for mobile phones

    In addition to “for everyone” tariffs, which are later “tuned” with the help of various discounts, modifiers and tariff options that we mentioned above, cellular operators are actively promoting special tariff offers created for individual target audiences. Such TPs take into account not only the consumption profile, but also social status new subscribers. The process of creating such TPs is quite simple - using special software, telecom operators determine the most typical consumption profiles (in a real network) of certain subscribers and try to understand which services will be popular with one or another social group. Unfortunately, when designing special tariffs, experimenting with the price of additional communication services (for example, providing special prices for working with voice information portals, reduce the cost of requesting a subscriber’s location via LBS, etc.) operators are not yet ready. Today they focus on such indicators as the cost of a minute for calls to mobile and landline numbers, the cost of a call to another region of the country, the price of SMS, MMS, as well as 1 MB of Internet data. Based on this, combinations of the most common tariff offers are obtained. Considering the fact that the penetration of cellular communications in large cities of Russia is “off the charts” beyond 100%, it is specially “sharpened” TPs that have a certain popularity among new customers - usually, out of the 5-6 most popular TPs in retail sales, a couple definitely fall on specially formulated offers for a certain category of users. For the first time, MegaFon-Moscow tried to work in the specialized TP market a couple of years ago, launching special offer for students (“Student ISIC”), and then for fashion industry workers. It was possible to connect to them only upon presentation of a student card or a special “composite”, respectively. The most attractive in both cases was the cost of a voice call to mobile terminals, which applied only to calls made “within the tariff”, i.e. between numbers connected at a certain rate. The ability to talk for little money was appreciated by users, which forced them to buy several numbers at once, and was very profitable for the operator - formally the subscriber base increased. Since then, the situation has changed dramatically: operators carefully segmented their customer base, identifying from the total number of subscribers (their number is approximately half of the subscriber base) several main groups of customers with whom it is necessary to strengthen work using special TPs. Firstly, these are those users who need a significant amount of voice traffic; for them there are unlimited TP (about 4-5 thousand rubles per month) and TP with big amount included minutes (for example, “Live Easy 600” from VimpelCom, “Profi 1300” from MTS, etc.). At the same time, operators went further: tariffs were introduced for communication within the network (for example, MAXI from MTS), the main goal of which is to stimulate the unification of frequently communicating subscribers under the “roof” of one telecom operator. The cost of additional services (SMS, Internet access) in such TPs is usually high, since those who resort to them simply do not use them or do so extremely rarely. Secondly, these are active users of the SMS service. This category includes both students and sales representatives (for example, managers for issuing loans at retail outlets), “electronic subscribers” - ATMs, devices for collecting telemetric information, as well as people with hearing impairments (RED_NEW from MTS, “Student " and "Contact" from MegaFon-Moscow, as well as "Message" from VimpelCom). Discounts on short text messages can reach 80% in such TPs - both starting from the first SMS and after sending 100-200 similar messages. At the same time, in order to avoid the use of the specified TPs for SMS spam, operators limit the low cost of messages, for example, to a thousand messages per month. All others are priced three times more (for example, 40 kopecks for the first thousand SMS in the “Message” tariff and 1.95 rubles for all subsequent ones). Note that the emergence of similar tariffs is work “for the future”, since the increase in SMS traffic in cellular networks, following the example of Western Europe, is one of the real engines that increases the innovation index and ARPU of users. And finally, thirdly, these are special target categories of users. This included children (TP "Cool" from MTS, "First Children's" from VimpelCom, "Smeshariki" from MegaFon), pensioners ("Mobile Pensioner" from VimpelCom, "Caring" from MTS), members of the same family and friends (“Girlfriends”, “We” from MTS, “Home” from MegaFon-Moscow, as well as “Boltology” from VimpelCom). Separate TPs were offered for guests of the capital ("Guest" from MTS, "Welcome" from "VympelCom") and people living in the region, but coming every day to work in the metropolis ("Podmoskovny" from "MegaFon-Moscow" and " Regional" from MTS). The game in these TPs is aimed at reducing the cost of basic voice services; attention is paid to content services only in the MTS company, which tries to “link” it to each special tariff.
