When employed at a university, teachers are often required to have a certificate or diploma of completion of advanced training courses over the past five years as a type of postgraduate education. However, this does not apply to postgraduate students and graduates of full-time postgraduate studies, since postgraduate study is also a type of postgraduate education.

Advanced training for university teachers is one of the types of additional postgraduate professional education. According to Federal Law No. 273-FZ, from September 1, 2013, teaching staff will receive the right to receive additional professional education (hereinafter referred to as additional professional education) in the field of teaching at least once every three years (clause 2, part 5, article 47). According to Article 197 of the Labor Code Russian Federation:

Workers have the right to professional training, retraining and advanced training, including training in new professions and specialties.

7. An educational institution for advanced training implements the following types of additional professional education: advanced training, internship, professional retraining.
The purpose of advanced training is to update the theoretical and practical knowledge of specialists in connection with increasing requirements for the level of qualifications and the need to master modern methods solving professional problems.
Advanced training is carried out as necessary, but at least once every 5 years throughout the entire working life of employees. The frequency of specialists undergoing advanced training is established by the employer.
Advanced training includes the following types of training:
short-term (at least 72 hours) thematic training on specific production issues, which is carried out at the place of the main work of specialists and ends with passing the relevant exam, test or defense of an essay;
thematic and problem-based seminars (from 72 to 100 hours) on scientific, technical, technological, socio-economic and other problems arising at the level of industry, region, enterprise (association), organization or institution;
long-term (over 100 hours) training of specialists in an educational institution for advanced training for in-depth study current problems science, engineering, technology, socio-economic and other problems in the profile of professional activity.
The main purpose of the internship is to form and consolidate in practice professional knowledge, skills and abilities acquired as a result of theoretical training. The internship is also carried out for the purpose of studying best practices, acquiring professional and organizational skills to perform the duties of the current or higher position.
An internship can be either an independent type of additional professional education or one of the sections of the curriculum for advanced training and retraining of specialists.
Internships for specialists can be carried out both in the Russian Federation and abroad at enterprises (associations), leading research organizations, educational institutions, consulting firms and federal executive authorities. The duration of the internship is established by the employer sending the employee for training, based on its goals and in agreement with the head of the enterprise (association), organization or institution where it is carried out.<...>
8. Educational institutions for advanced training include:
academies (with the exception of academies that are educational institutions of higher professional education);
institutes for advanced training (improvement) - sectoral, intersectoral, regional;
advanced training courses (schools, centers), employment service training centers.
Academies are leading scientific and educational and methodological centers of additional professional education mainly in one field of knowledge, training highly qualified personnel, conducting fundamental and applied scientific research and providing the necessary consulting, scientific, methodological and information and analytical assistance to other educational institutions of advanced training.
Institutes for advanced training are educational institutions for advanced training and professional retraining of specialists in an industry (a number of industries) or a region, whose activities are aimed at meeting the needs of enterprises (associations), organizations and institutions in advanced training and professional retraining of specialists, conducting scientific research, providing consulting and methodological help.
The institutes for further training also include the following educational institutions for further training:

28. State educational institutions for advanced training, as well as accredited non-state educational institutions for advanced training, issue the following state-issued documents to students who successfully complete the course of study:
certificate of advanced training - for persons who have completed short-term training or participated in thematic and problem-based seminars on the program in the amount of 72 to 100 hours; certificate of advanced training - for persons who have completed training in the program for more than 100 hours;
Diploma of professional retraining - for persons who have completed training in a program of more than 500 hours.
Forms of state-issued documents on undergoing advanced training or professional retraining are developed and approved federal body executive power, implementing a unified state policy in the field of additional professional education, and are valid throughout the Russian Federation.

Information on the results of advanced training and professional retraining of specialists is sent to personnel services at the place of their main work.

All listed institutions are required to have a license to conduct educational activities (clause 1 of the “Regulations on licensing of educational activities”, approved by Decree of the Government of the Russian Federation of March 16, 2011 N 174 and clause 1 of the “Regulations on licensing of educational activities of federal universities, universities, in relation to of which the category “national research university” is established, other federal state educational institutions of higher professional education that implement educational programs of higher professional and postgraduate professional education on the basis of educational standards and requirements established by them independently,” approved by the Decree of the Government of the Russian Federation of July 28, 2011. N 626). This requirement does not apply to lectures, internships, seminars that are not accompanied by final certification and issuance of educational documents (part four of paragraph 4 of the “Regulations on licensing of educational activities”, approved by Decree of the Government of the Russian Federation of March 16, 2011 N 174).

According to paragraph 41 of the “Standard Regulations on an educational institution of additional professional education (advanced training) for specialists” (approved by Decree of the Government of the Russian Federation of June 26, 1995 N 610, as amended on March 10, 2000, December 23, 2002, March 31, 2003 G.):

41. Advanced training and professional retraining of specialists in an educational institution for advanced training is carried out off-the-job, on-the-job, partially off-the-job and in individual forms of training. The terms and forms of advanced training are established by the educational institution of advanced training in accordance with the needs of the customer on the basis of an agreement concluded with him.

If training in advanced training courses is carried out without work, then according to Article 187 of the Labor Code of the Russian Federation:

When an employer sends an employee for advanced training away from work he retains his place of work (position) and the average salary at his main place of work. Employees sent to improve their qualifications while away from work in another area are paid for travel expenses in the manner and amount that are provided for persons sent on business trips (see Article 168 of the Labor Code of the Russian Federation).

If a teacher combines teaching and work, their total duration should not exceed the daily standard of working time provided for by labor legislation (Article 91 of the Labor Code of the Russian Federation), that is, a reduced working time of no more than 36 hours per week for teaching staff (Article 333 of the Labor Code of the Russian Federation) . Moreover, if a teacher was sent to advanced training courses by order of the employer, then the teacher, in order to receive his average salary, should not "work off" missed classes while he was attending courses - in accordance with Art. 155 of the Labor Code of the Russian Federation, in case of failure to comply with labor standards or failure to fulfill labor (official) duties through the fault of the employer, payment for labor is made in an amount not lower than the average salary of the employee, calculated in proportion to the time actually worked. In addition, according to part five of Art. 196 Labor Code of the Russian Federation:

For employees undergoing vocational training, the employer must create the necessary conditions for combining work with training, provide guarantees established by labor legislation and other regulatory legal acts containing labor law norms, a collective agreement, agreements, local regulations, and an employment contract.
