A similar scheme for the transition to electronic accounts was announced by the Center MRF. The company offered subscribers using telephony, Internet, TV services in the Central Federal District to switch to electronic method delivery of invoices for communication services. “The invoice for August 2014 will be posted in electronic form in the Unified Personal Account on the website www.kabinet.rt.ru,” reports the press service of the MRF.

Rostelecom began issuing invoices to subscribers of the Central Federal District in electronic form in April 2013. On this moment More than 300 thousand subscribers of the district switched to electronic bill delivery. For other subscribers, the following procedure is provided for switching to electronic invoice delivery. The invoice for August 2014 will be posted in the Unified Personal Account on the website www.kabinet.rt.ru and payment by September 25, 2014 will mean the subscriber’s consent to change the method of delivery of the invoice, as well as agreement with the terms of the Public Offer to conclude an additional agreement to the contract for the provision of communication services. After this, the method and address of delivery of the invoice specified in the contract for the provision of communication services will be changed to electronic.

The subscriber can save delivery of the invoice on paper, the message states. To do this, he must not pay the invoice issued for August 2014 until September 25, 2014 or submit a corresponding application to the Sales and Customer Service Center.

However, at the call center of Rostelecom in the North-West MRF, Fontanka was informed that transfers to the electronic accounts of all subscribers are made in an “ordered” manner, and already in June, St. Petersburg residents will not find ordinary receipts in their mailboxes. Invoices are already being sent to certain email addresses, which supposedly were provided by the subscribers themselves (it was not possible to clarify how). To pay for communication services, according to representatives of the operator, a receipt is not required, since the required amount can be seen in the “Personal Account”. Those with Internet access can subscribe to SMS newsletters, but to do this they must register in their “Personal Account”.

“I don’t think that the transition to electronic accounts will cause problems for subscribers of Rostelecom OJSC who use the Internet and/or pay TV,” believes Denis Kuskov, director of the information and analytical agency TelecomDaily. – However, fixed-line telephony (landline telephone) has traditionally been used since Soviet times by older people, who, for objective reasons, are accustomed to paying “paper” bills, sometimes standing in line at the savings bank. I think that 60 percent of landline subscribers will choose to receive traditional bills. From a socially responsible point of view, it would be fair for them to still have the choice of delivery method - email or paper. Moreover, it is logical not to force older people to run to the company’s offices and write applications, but, for example, to offer to put a mark on the current invoice about the chosen delivery method or to ensure that calls are received through the call center,” Denis Kuskov is convinced.

My parents, like many Volgograd residents, were very puzzled when they did not receive a receipt for the services of Rostelecom OJSC on time. Needless to say, this fact caused panic for many, because as you know, if there is a debt, the phone is simply turned off. How to pay if there is no receipt and the amount is unknown?

The situation was clarified at the office of the telecommunications operator. As it turned out, payment documents for August were indeed not issued to residents of the region.
